EFMP-FS Special Needs Resource Center


The Exceptional Family Member Program is designed to support military families who have a member with special medical and educational needs. The program has three components, identification and enrollment (located at the base clinic), assignment coordination (Military Personnel Flight located in the MSG building) and family support (located at the Airman & Family Readiness Center in the MSG building).

An EFM is a spouse, child, or dependent adult who, regardless of age, has special medical needs and requires medical services for a chronic condition such as asthma, attention deficit disorder, diabetes, multiple sclerosis, etc. In addition, a family member who receives ongoing services from a medical specialist or has significant behavioral health concerns is considered an EFM. EFM also includes a child (birth through 21 years) with special educational needs that is eligible for or receives either special education services through an individualized education program or early intervention services through an Individualized family service plan. (Specific criteria can be found in DoD Instruction 1315.19)

Enrollment in the EFMP is mandatory for active-duty military members. When a family member is identified with special medical and/or educational needs, the special needs are documented through enrollment in the EFMP. This allows medical and educational personnel to review the availability of resources in projected assignment locations. Enrollment ensures that the family member’s documented medical and educational needs are considered during the assignment process and that they are not sent to a base without appropriate support services.

The Barksdale AFB EFMP family support component assists families with special needs by helping them identify and access programs and services. It includes, but is not limited to, the following: information and referral for military and community services, education and outreach (support groups and events for EFMP families), referral to other military and family support providers, local school and early intervention services information and warm handoffs to the EFMP at the next location.

SIBSHOPS: The Barksdale EFMP is excited to host a new support program designed for siblings, ages 8-13 years old, of individuals with special needs.  Sibshops recognize and reinforce a strengths-based approach. For the kids who attend them, Sibshops are pedal-to-the-metal events where they will meet other sibs of children with special needs (often for the first time), have fun, laugh, talk about the good and not-so-good parts of having a sib with special needs, play some great games, learn something about the services their brothers and sisters receive, and then have some more fun. Respite Care: Respite Child Care is a program designed for active duty Airmen who have children enrolled in EFMP who are diagnosed with moderate or severe special needs. The Air Force currently provides 40 hours of free care per month for ALL children in the family (not just EFM.) Respite child care is provided to eligible families at NO cost to the family. Providers have specialized training in a variety of Special Needs topics including working with children with Autism, handling challenging behavior, etc. Some in-home providers are practical or registered nurses if the needed level of care warrants medical personnel.
The EFMP-SF program refers/ and or the Airman or spouse calls the EFMP Respite Care Team at Child Care Aware® of America. The local partnering agency, ARC Caddo-Bossier, works with the family to find a provider who meets their needs. The ARC holds the contract to monitor Respite Care for the Air Force in this area.
